Why can you enable bluetooth and wifi in airplane mode, but not the "receive only" GPS?

It would be swell to be able to use my iPhone5 like a GPS, so I don't have to buy a GPS that works w/o running out of batteries in less than a couple of hours of use.

So, towards that end, I would like to "turn off" as much of the Hardware as posible, but still enable the ability to use local stored maps, and the GPS and the GPS app software.

Is this posible in the iPhone5?
