I have an article here that may help answer your question:
iTunes U: Frequently asked questions
http://support.apple.com/kb/ht5100
Specifically, this is the section I considered relevant:
Can I download from the iTunes U catalog using my computer?
Yes, you can browse and download from the iTunes U catalog on your computer, but some content may only be available using the iTunes U app.
This content can be found in the iTunes Store, which is accessed through iTunes on your computer. Thanks for using the Apple Support Communities. Have a good one!

Oct 10, 2013 5:54 PM in response to braden85by Davd Parr,The problem with the Mac OS iTunes U experience being so different from the iOS experience is that it makes a less convincing argument for an academic institition to adopt iTunes U when students and faculty have a mixture of iPads and MacBooks, as the latter miss out on the full feature-set. We plan to roll out iPads for the first three year groups of high school, but specialist subjects such as Media Studies, Design, Photography, Music, etc., mean that our senior students must have MacBooks (for Adobe Creative Suite, Final Cut, Logic, etc.). It's very hard to "sell" iTunes U to faculty when these disciplines won't be able to have the full experience. I'm hoping that, with bringing iBooks to the Mac, Mavericks will also deliver iTunes U.
