I still cannot sync my PC with iCloud.

I still cannot sync contacts and calendar in Outlook with iCloud. I have requested support from Apple 7/9/13. Apple Engineers have not responded with a solution. I have been bugging a Senior Tech frequently. Can anyone help? What are my options?
