Cellular data option is not displayed under Settings.

I want to add a data plan to my iPad but the data option is not visible under settings. How do I turn it on?

iPad, iOS 6.1.3

It's a cellular model that you have, and not just the wifi-only model, then Cellular Data should show on the left-hand side of the Settings screen. You've tried a soft-reset of the iPad to see if it then appears : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
