Message on  1 1/2 yr. old (6months out of Apple 'support')  iPad says ; "  iCloud Backup     This iPad hasn't been backed up in 2 weeks. Backups happen when this iPad is plugged in, locked, and connected to Wi-Fi. "

Then OK, in box below. It has 12.2gb free of 13.7gb.

1. My daughter doesn't CARE if it's "Backed-up" .

2. It IS "plugged in, locked," and I can't TELL if it's  "connected to Wi-Fi " because it's NOT DOING anything, and I CAN'T get into it , but it IS about a foot away from the Wi-Fi !

3. When I turn it on, all I get is that message , for about 4 DAYS now, then it immediately turns off again.

4. Personally , I'm ready to use it for 'Target Practice'. NOT 'impressed' with Apple's none existent 'support'.

Before, I 'Fill it full of LEAD', anyone got any other suggestions ? I'm too 'P.O'd.' with Apple to call them.

iPad, iOS 6.1.4, No IDEA what 'Operating System' !

Reset iPad  Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears  Note: Data will not be affected.

If you don't care to have it backed up with iCloud backup, you can disable it. Settings > iCloud > Storage & Backup > iCloud BAckup > Off You can always back it up to iTunes.
