iPad 2 doesn't have retina. BUT, ipad and ipod have very differnet uses, in my opinion. What will you use it more for?

not usre what you mean by quality, but the mini would be leagues better for anything over an Pod touch. If only because it has the larger screen.

No, the Fourth Generation iPod Touch does not have a retina display. Only the 5th Generation iPod touch has it.
The Mini does not have a retina display either, but the display is crisper and slightly better than an iPad 2. And as such should be better than a 4th Generation iPod touch.
I would, if money is not a factor, get an iPad Mini over a 4th generation iPod Touch.
That is a lie, the first time the ipod touch 4 came out Apple says it's a retina ipod touch.

Nope. 4th Generation touches have no retna. Again the Fifth generation Touch does.
The current model is the fifth generation, not fourth.
Go for the mini.
the touch 4 will not be eligible for iOS7, so you'll end up with apps that can't be updated here in a week or several.
The mini will have a far longer life span when it comes to app compatibility.
You should really check the iPod Touch 4th gen specs on the Apple web site. You'll see that the 4th generation touch does indeed have a Retina display, as does the 5th generation.

Apple should atleast name the ipod touch 4th gen retina, and the ones they recently released super retina. I know it sounds silly, but it gets people like me confused.

Specs are here. But believe whatever you like. Maybe my 4th gen touch is unique with it's retina display.
Interesting. Both the document you produced and the one I produced agree the 4th gen is 960x640 pixel resolution at 326 pixels per inch.
The 5th gen is 1136x640 pixels at 326 pixels per inch.
So I agree we're just splitting hairs here.
So the resolution is the same, the 5 just has more physical area. (it is almost an inch taller, there's room for 5 rows of icons, the 4 only held 4)
