My 4th generation iPod touch will not download a 930 MB app because it says I don't have enough storage space. When I checked the usage in the settings it says I still have 1.7 GB left. I also checked my iTunes account to see if it charged me for downloading the app, and it did, $4.99.

To download and install an app the iPod needs storage available equal to about three times the file download size.
If you sync from your iTunes library less storage available is required.
It is 2 times. App Store downloads the compressed IPA file and extracts and installs it. The archive is deleted once the app is installed.
Based on posts in this from it varies by the app but is a lot closer to three times.
Still as lllaass said in his first post, try this: Download the app to your computer using iTunes. Then sync your iPod via iTunes. Then all of the overhead should be on your computer.
