Itunes Library.itl file locked

I'm trying to reconnect to my itunes library on an external disk. I locate the disk, but when I try to open the file, I get a message that says the Itunes library.itl file is locked, on a locked disk, or you do not have write permission for this file. Has anyone seen this before?
