iPod touch 4G on the fritz!

my ipod touch 4th generation wont hold a charge, and when it dies and i plug it back in, it wont take a charge (it just goes from the black screen to the screen with an apple symbol back and forth) so then i have to restore it on itunes and right now it is not restoring like it usually does. HELP!
