Nothing is working to resolve this. Once in a while I may get a message but nothing goes thru. Does not matter if I am connected to WiFi or 3G.

Specifically, what part of "everything" have you tried?
Steps from the manual are to restart, reset and restore. Which ones have you tried?
What email system are you using? Hotmail, for example, was having issues earlier today. Still is from what I see.
On the page that I posted: delete account, reset settings (I have not yet restored), turned off phone and turned back on. My OTHER hotmail account works fine, not my main account.
Hotmail is having issues for mobile devices today, and it's intermittent. Not every user/account is affected.

There is nothing wrong with Hotmail. The answer is, you need a level two password for your devices now. Go to:
https://account.live.com/proofs/apppassword
It will give you an App password. Copy and paste that as your new password in your mail settings on your iphone/ipad.

And your solution is not one for the outage problems that Hotmail is having since yesterday. It might work for those selecting two-step verification but with Hotmail down for many it won't fix their issue. You posted that their was nothing wrong with hotmail insinuating that all the other posters were incorrect.
Viola is an instrament, Voila means "see there" or "here it is".
