After system restore, can't access iTunes.

I recommend completely uninstalling iTunes and all related components, and then downloading the latest version from the Apple website. You can find the steps to do that here:

Unless you've tried to install an older version of iTunes that message likely indicates a corrupt library file. If the problem persists after reinstalling iTunes see Empty/corrupt library after upgrade/crash...
