If you have a look at the OP's question, the charger is working properly. The problem is that the charger shows the green light as if the battery is full or it's not being detected, and the problem is that the Mac doesn't turn on even with the charger, which means a logic board problem

If it doesn't work, it's a logic board problem, because your Mac should start up with the charger even if the battery is not working, but it looks like the battery is not even detected and the logic board isn't turned on. Take it to an Apple Store or reseller and get ready for a very expensive repair, or get another PC or Mac
