That would be up to your cellular carrier. I think the chance you will be able to get an iPhone without a data plan is infinitesimal - it would be more likely you would win the lottery than you would be able to find a cellular carrier that would support an iPhone with no data plan.
Actually yes you can... You could buy and iPhone off someone or buy a brand new from the apple store like I did... My plan has no data all I did was went to my carrier and got a nano sim and done
