What does OpenGL support really mean?

I read online that mavericks will support OpenGL 4.1.

What exactly does that mean?

I will be running mavericks on a 2010 8-core Mac Pro, with an ATI Radeon 5770 HD - 1 gig VRAM.

At the moment Logic Pro X has GUI lag when scrolling across the mixer. Time meter just stops and carries on where it hangs when u stop scrolling across mixer for example.

Will the the overall GUI experience be a better one for me or not?

Does anyone know the answer to this?

Thanks.

Mac Pro, OS X Mountain Lion (10.8.4), 10 GB RAM,Cranesong,Mytek,LP 9.1.8
