As of today, you STILL can't turn off that female voice prompt. I verified this with AT&T. Hopefully it will change, nut don't hold you're breath.
yes did that but the lady is still on there at the end and verizon siad they cant get rid of it
I'm with AT&T so I don't know for sure that Verizon offers this ...
Open the Phone App, choose the Voicemail tab at the bottom, then the "Greeting" button on top. You should have a "custom" option at the bottom. Pushing that button allows you to record your own greeting.

The person you spoke to at Verizon lies. The message comes from Verizon's voicemail server, and there is no way to get rid of it.
In general, when a wireless carrier says, "That's an Apple issue", 99% of the time, it's a lie. I've seen carriers tell a customer that Apple unlocks the iPhones... that Apple sets up voicemail... that if a SMS/MMS isn't going through, it's because of an issue with iMessage.
Your initial point of contact at a wireless carrier is (usually) very poorly trained. That's why you should look in the articles here first, then call a carrier if the article recommends that you do so. Otherwise, contact Apple Support, or search this forum for an answer, or if no answer can be found, post here. The majority of the regular users here know about 100x as much about Apple devices as those 'techs' at the wireless carriers do, and probably about 1000x as much abour electronic devices in general.
This is an old article on the subject but it still has some good info, including in some of the comments:

Voicemail is a carrier function. Apple didn't put anything there.
Try this article: http://support.apple.com/kb/TS4430
You can set a greeting on Sprint too,
But if you want full control of your voicemail try Google Voice.
