Easter bunny dress up? Option to purchase cigarettes, and pipes?

So my 3 year old downloaded the Easter bunny dress up app. One day I was watching her play and saw a cigarette, and a pipe as an optional dress up item. What the ****? Who reviews these apps? Why would someone add that as an option?
