how do I access my tools gear icon?
I am new to Apple, where is my tools gear icon. Am trying to empty the cache and remove all cookies then reset.

You might want to consider starting a new discussion. Since this one is a couple of years old, less people are likely to look at it. A new post would be much more visible. You can link to this one.
What tool setting? System Preferences? If so, see R-C-R's post above yours.
In what app?
If it's Safari: Safari Menu>Preferences>Privacy - you can reset Cookies there. Also from the Safari Menu you can select 'Reset Safari' and make choices there.
In Chrome: Chrome Menu>Preferences>Settings>Show advanced settings - you can reset things there.
There may be other ways to accomplish the same thing.
Note that there aren't any tools gear icons in Mac OS X, just preference settings. Once you sort this out, see these:

Do you mean the icon that looks like this?
If so, it is called "System Preferences" & if it isn't on the Dock (the bar along the bottom of the screen full of icons) you can access it by clicking on the Apple menu item at the top left corner of your screen & selecting it by name.
