Does a USA Macbook air work in Europe?
I will move to the USA for 6 months and will return to holland after that period. When I buy a MacBook Air in the USA, will this will work in Holland when I return?

It will work without any problem, as there are no software limitations. Also, warranty will be valid in Holland, but if you want AppleCare, I recommend you to buy it alongside your MacBook Air in the USA.
Respecting to the charger, you will need a power adapter with the wall charger you use in Holland, but apart from that, no problem
