Do you get any error message while sending the email?
It says: cannot send email, the user name or password for "SMTP: medhat_alfy@hotmal.com@smtp.live.com" is incorrect.
Did you try removing the email acct from the phone and add it again? I got to know that Live/Hotmail/Outlook (which are all the same) were having an outage.... Try going to the email page on the computer and check about it. Also that error msg that you have there and have not found any specific reason for it but you can try http://support.apple.com/kb/HT4519 to give a workaround.... Hope it works!!
Contact your email provider as your first option if not working yet. They have to walk through specific T/S and setting up the specific outgoing email server.

This probably means you did not put your user ID and password in the settings for the Outgoing (SMTP) server. It says "optional" but that's only from the phone's perspective. Just about all ISPs now require them, so they are not optional.
I did that, even the "use SSL" was on on my iPhone, I out it off as instructed.. But this doesn't solve the problem..
If you can't send email there is an error in your outgoing mail settings. That is the ONLY reason you would not be able to send email. So even if you think they are correct, they are not. And without details of your mail server no one can tell you what the settings should be. You should be able to find them on your mail provider's web site.
