Whenever I go to update my Apps or buy something a pop up comes up and says "apple ID has been disabled"

I reset my password but I had to enter I payment method.

I'm 15 so I don't have a credit card so I skipped that step and went to update my apps but the same pop up came up.

Please,please someone help me.
