I have a IPHONE 4 and when I try to download apps or music from ITunes or the app store I enter my password the app starts to download then stops with no warning or error message. I have tried to restore the Iphone and checked all my settings and everything seems to be in order (but did not correct the issue). Any suggestions / help......

Double tap Home button, delete App Store from multitask-bar.
Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data
Try Settings > iTunes & App Stores > Apple ID > Sign out and sign back in.
