I was on the second story and the phone fell onto concrete. The phone is completely broken and I'm not sure if I can replace this free of charge? Will there be a fee? If so how much? and is going to apple instead of Sprint, my carrier, a better choice?

Depends. Do you have any form of damage protection, such as AppleCare Plus from Apple, an insurance from Sprint, coverage from your credit card company?
If so, then perhaps you will get a discounted replacement. But I doubt it will be 'free'.
If you have no coverage? Then, no, you will be buying a replacement device. Apple offers an out-of-warranty replacement for aniPhone 4 for $149.
If you have an insurance plan with Sprint you need to see them about replacing the iPhone.
If you just have the warranty it does not cover user accidents, damage, etc. Make a Genius Bar appointment at your nearest Apple Store and pay $149 for an out-of-warranty replacement.
