iPhone 4S home share mirroring on Apple tv

I have home sharing turned on for an iPhone 4S. When I double click the home button and sweep twice to the left there is no home share icon. Therefore, I can't use full mirroring. Home sharing music and videos is ok, but no Safari means no Internet stream mirroring. Our iPhone 5 has the icon and works fine. I am running ios 6+. Any ideas?
