my unlock request was approved but my phone is still not unlocked. even after the restore.

my unlock request was approved 3 months ago but my phone is still not unlocked. even after the restore. i switched over to another carrier and my data does not work because the phone is not unlocked. Any ideas why?

After the restore were you ever prompted to download and install a network carrier update?

Did you restore it as a new device and then get the message, "Congratulations, your iPhone is now unlocked"?
