I have Airport Express, A1264, Safari works on iPad, mail does not, shows error 999. What does it mean and how to correct it?

Airport Express, set up wi-fi. Problem is that on iPad mail does not receive, Safari on iPad works, but previous wi-fi apps, show error 999. What does it mean and how to fix it?
