Download of developer tools for snow leopard

I've recently reinstalled my iMac and I'm upgraded to OSX 10.6.8.

I want to install the developer tools, but they don't seem to be on the snow leopard disc and won't install from my original shipped discs as they're 10.4 - can anyone tell me if there's a download link for the developer tools?
