How I can prevent it frome charging whil he is connected to PC?
If the iPad charges at all while it is connected to the PC, there is no way to prevent it or stop it from charging. You cannot overcharge the iPad Mini battery. It will stop charging when the battery reaches full capacity.
Many computers do not supply enough power through their USB ports in order to charge the battery efficiently anyway. Read this.
