Trying to purchase Pages and Keynote in the VPP store. Also looking for HMH Social Studies iBooks including "The Americans". None of them are showing up when I search.

Not all products are available in all stores. You might try to contact VPP Sales about Pages and see what they say.
I cant see Keynote or Pages either, but can see numbers and iMovie ... very strange. I've emailed VVP Support (vpp@apple.com).
I got a reply from VPP support.
- locate the app in regular iTunes application (not the VPP store)
- next to the price, click the arrow and select "Copy Link"
- go back to the Volume Purchase Program Portal and paste the link in the Search box
- click "Search" to bring up that exact item in the Volume Purchase Program
