i have Mountain Lion v 10.8.4 on my macbook pro
but it shows me on AppStore Mountain Lion for download for 19.99$.. why is that?

i got my macbook with that virsion a week ago
If it's pre-installed, then you will not see it on the Purchases page because you did not purchase it from the App Store.
