Not all my apps will fit on the iPhone due to capacity (I have a lot of photos/music). Using the same Apple ID, can I remove apps from my iPhone but still keep them on the iPad? I thought that perhaps removing an app may remove it from all devices sharing the account.

When you delete apps and other items from one device, it does not remove it from the other device. If you use Photo Stream and delete from there, then yes it will remove from all devices.
