I bought a macbook in Japan and although I asked for an english version it arroved and the keyboard is in both english and japanese...
I don't mind that but will I be able to use it or should I change it? Can i change the language of the operating system?

If you want it with only an English keyboard, you should change it, but if you say that it has got both English and Japanese keys, you can keep it if you want.
You will be able to use it without any problem. Just change the OS X language if you want it in English (read my first comment) and the keyboard layout to be in English (to change it, open System Preferences > Language & Text > Input Sources, tick English and untick Japanese)

You should change it. If you bought it less than 14 days ago, you can return it and get a MacBook Air with an English keyboard.
If you bought it more than 14 days ago, you have to sell your MacBook and get a new one. You can also change the OS X language in System Preferences > Language & Text > Language, by putting English in the first place and restarting
Thank you so much! I will keep it since I like the Japanese on the keyboard and otherwise you say it is normal! Another thing is that communicating with people who don't speak english is really complicated!

The only reason is that the layout of the Japanese keyboard is quite different than that of the US keyboard in certain areas, which could cause you problems if you are a touch typist. Mainly it is the top row of keys with the numbers and common symbols and punctuation. Compare them for yourself to see whether it matters to you.

If you want, you can enable both English and Japanese keyboard layouts and switch between them whenever you need
