I lost my Iphone5 device. i have a serial number. how to block and how to track my iphone5 device

You need to have installed it before it was lost.

You did not need to have the iOS app for Find My iPhone installed but you did need to be signed into iCloud and have Find My iPhone turned on in the iCloud settings.
You can then sign in to iCloud.com > Find My iPhone > Devices & select your iPhone
Otherwise, you are out of luck.
... and having a serial number provides no help in finding it.
If confirm lost, file it at iverifii.*** as lost device, to minimize the chance it being resell to others ...
