IBM iTunes music sync to iPad

How to sync iTunes music on IBM Dell laptop using windoms 7 software to a connectted iPad with iOS 6.1.3 software? The iPad does not come up a sync to PC. And the PC sync feature does not recognize the iPad device. The IBM computer recognizes the iPad as a memory device, but not as a partner.
