I bought a refurbish MacBook Pro. iPhoto, and GarageBand did not come with it. Do I need to buy them due to the Mac being a refurbished?

So are they saying that they are selling Apple's refurbished Macs? If so call Apple Care and request to know that the Mac has been released from any previous owners Apple ID. If it is no longer associated with anyone else's Apple ID use OS X Recovery to install the iLife apps. When they are installed immediately open the Mac App Store, log into your account (Store menu), go to the Purchases pane and accept these apps into your account.
