Is there any app that will encrypt messages to satisfy HIPAA regulations

HIPAA is a law with which most are familiar in the U.S. An overly simplified summary is that it requires medical personnel to handle all personal information in a secure manner so others cannot access it. It's been a big issue for years. Now with the NSA and other governments acknowledging more and more intrusion into our electronic lives, security of data is even more important. Are there any apps that would allow me to essentially text another person, encrypt the text prior to leaving the phone, and then have to have a password on the other end to un-encrypt the text?
