You should contact the carrier directly.
That may be restricted to their Website Only and cannot be done via your iPad.
You will need to use Safari to access your account for Rogers or call them directly via telephone..
My 3G/4G Cellular Data shows up just fine too.. Make sure you have the correct APN Settings entered for your Service Provider..
