Q: I want to maintain the current level of 20GB that was offered for the past year. Do I need to do something or will I just automatically be charged the $40 on September 30?

You will be downgraded to 5GB unless you choose to pay for the extra storage.

Go to System Preferences>iCloud>Storage>Manage>Change Storage Plan>Downgrade Options: Choose the plan you want to be effective after 9/30/13.
