CAN'T ON MY IPHONE 4 AND IT IS NOT CHARGING

My iphone left 1% battery. It went flat and i try to charge it. But i couldn't open the phone at all. The phone will show the red battery sign with the charging sign. But all the way the phone will just appear the same but it just couldn't on the phone.
