Q: My itunes verification has no agree place to enable me to complete the form, what will Ido?

Pls after creating my apple account I have not been able to access my account. The message is verify your iTunes that I did. I had to request for resend severally.i even created several accounts yet to no avail. I also discovered that my iTunes terms and conditions has no "agree"  to the terms at the end. Could that be the problem or what do I do to complete the terms of agreement? I want to make some purchases or downloads.
