I found something in Apple discussion....

in preference > keyboard > modifior keys, it is available to swap FN and Ctrl key.... but is it work on both MacOS and Bootcamp ?

sharpkeys is just 1 program

one can use regEdit in windows to change it manually if one should wish

about the swap in modifier keys then donno you could try
