not without busting open the appletv's case and using a volt devider curcit with resistors and wire circut input that to the car ligther socket and the output bit to the appletv's pcb where you have cut it's normal psu

and hope for

1. you don't start a fire

2. spiks in the 12volt don't fry your appletv that quick

at any rate you need to be a bit of a DIY tech and you will void all warrenties and make the appletv stop working in any other setting

buy a transformer that make 12volt dc into 230/110 volt AC they are pretty common in most car stores
