If you have not enabled Find My iPad, you cannot track, lock or wipe your iPad.
Change your Apple ID password quickly and report to police with serial number.
If you put the passcode lock on your device, then the thief either will not or will have a very hard time accessing your info. But there is no way to keep the thief from wiping and using your device. the most the passcode will do is protect your info.
