What carrier - and did you contact them?
Sounds like the phone was hacked or jailbroken before you purchased it. Discussing these kind of unauthorized alterations to a phone is prohibited here by the Terms of Use for this forum. In that case you'll have to get help elsewhere.
I bought an iPhone 4 from eBay a few weeks back, been working perfectly til recently it comes up with 'No Service' 'iPhone cannot recieve calls...' iTunes has made me restore the device and now I cannot set it up again (constantly searching in the corner)
