If your iDevice is using a version of iOS lower than 5, you will need to use iTunes on your syncing computer to perform the upgrade. Use the Apple link below as a guide for the upgrade.

You can download to iOS 6.1.6, the same goes for the iPhone 3GS. If you want to customize it to get the iOS 7 skin on iPod touch 4th generation, it would be terrible because the only 3.5 inch display that supports iOS 7 is the iPhone 4 and iPhone 4s. So, if you get the iOS 7 skin on iPod touch 4th generation, they'll not recognize your iPod touch. iTunes would think it is an iPhone.
