How do i access the settings similar to a cisco router through the default ip address?

Double clicking the Airport Extreme icon works for me.
However, you must already have your password entered before double clicking the devices in the list.
As Bob said, not the Airport Utility icon.
Apple does not do it like Cisco.
On your Mac......Open Macintosh HD > Applications > Utilities > AirPort Utility
Hold down the option key while you double click on the AirPort Extreme icon to get into the settings.
Click the tabs at the top of the window to select the category for what you need to access.
Well how exactly do I optimize it for the best performance both wi-if and directly connect via Ethernet, and how do I get to these settings?
I assume that you have already followed the steps in the Setup Guide to get the AirPort up and running.
Not sure what you mean by "optimize". The AirPort Extreme is already set for maximum broadcast power, fastest performance, etc.
Unless you have specific need to change an existing setting, you can leave the AirPort in its default setttings.
Once the AirPort is intially set up, If you need to access the settings, you already have the info to do that above.

Holding down the option key while double-clicking Airport Utility does NOT work on Airport Utility 6.3.2 OSX 10.9.
