Can I take a still photo off of an iphone video?

when you select the video from your camera roll and before you tap play you will see the frames across the top of the screen just tap the frame you want and it shows that as a still then tap the screen onc eand hte frames disappera from across the top of the screen. tap the screen again and the frames come back

Take a screenshot. Press Home & Sleep/Wake buttons at the same time.

Try iMovie for iPhone. It's a bit easier on a iPad to see a frame-by-frame view. If you have one, try looking at the video there.

I've used an app called Video 2 Photo to do it fairly easily.
