It is up to the publisher to make a book available on iBooks. If they have not submitted the book to Apple for inclusion in the iBooks library, there is nothing you can do.

When you can't find what you want at the iBookstore, the fix is to look for it at one of the other stores which also offer free ereader apps for your device, such as Kindle, Nook, Kobo, Googlebooks, Sony.
