Q: pre-ordering

I have pre-ordered a album itunes let me know it was ready for download I try to download it and it says I have insufficient funds which I have 33 cents. I was told since i pre-ordered all songs are paid for because the pre-order is album price. Someone explain to me the genius of pre-ordering.....so far I can see that it was a waste of 9.99....

You are only charged for pre-orders when they become available for downloading - has the $9.99 (plus, if you are in the US your state's sales tax) been taken from your account, or do you need to add funds to cover the purchase price ?

You can check the purchase history on your account via the Store > View Account menu option on your computer's iTunes

It was taken from my account when I clicked on it I was told that when I pre-order something the album is already bought and paid for so I should be able to download right then and there.

As far as I know you aren't charged for pre-orders until they become available and you download them - up to that point you could cancel the pre-order. Does it appear on your purchase history as having been bought, and when you pre-ordered it you didn't just receive a temporary authorisation hold charge ?

    e.g. http://support.apple.com/kb/PH1709 says :

Some albums or collections you can pre-order include a song that’s available to download immediately. When you pre-order these items, the available song is downloaded and you’re charged only for that song. When you download the rest of the album (after you’re notified it’s available), you’re charged for the rest.

That implies that you are only charged when you download it.

its not showing in purchase history yet when I go to the album it says purchased and why is it that if you pre order something you have to pay more for each song what is the given purpose of this?

You don't pay more, you pay the pre-order price (plus your state's tax if you are in the US). On some pre-orders a track is released early, and if you download that track you then pay for that track at that point - when the reset of the album is released you pay the remaining amount, but the overall price is still the same. You are charged for it when you download it
