I made an update to my iPad and after the update it went to recovery mode. It wiped all of my apps off and now I can't add apps

You should have the apps in itunes on the computer you normally sync with. Just ocnnect to your computer and use itunes to sync hte apps to your device
I have connected to the computer to iTunes and it isn't syncing any of my apps to the iPad. I am not sure what else to try? I have turned the iPad off and restarted and nothing changed. I tried to download something from iTunes on the iPad and it isn't letting me.
