Airport Utility pops up constantly

Just lately my Airport Utility pops up randomly, usually two or three times.

I either close the window or quit the program and it finally goes away.

What could be causing this?

OS X Mountain Lion (10.8.4)

AirPort Utility will open up when it detects a loss of Internet connection or it needs to notify you about something.

The next time that AirPort Utility opens, look to see if there is an amber dot next to your Apple router. If there is, then click on it.

Another window will open with a message to explain the issue, along with suggested actions to remedy things.

We have about 25 Airports in our building which all belong to other companies. However, the AirPort utility keeps popping up all the time as soon as someone in the building plugs in a new AirPort.

Even when the "monitor for problems" checkbox is unselected, the utility keeps popping up for newly plugged in AirPort devices.

It's driving our 15+ employees crazy. How can we prevent this (other than removing the AirPort utility app entirely)?
